It is not to say that disc ceramics never fail, but they don't
fail at 1/1000th the rate of electrolytics and molded oiled paper
capacitors. Disc ceramic capacitors have very long lives. If the
screen bypasses were to short they would be very hard on the
screen dropping or isolating resistors. The resistors would
suffer permanent damage.
