Yes, some further information about the used router/firewall
configuration would be helpful.

Well, I had the same idea when reading his problem report as
well. In most cases this is a problem due to blocked (incoming)
udp packets which cannot traverse the firewall. Both of the
udp ports 5198 and 5199 should be open.
