Yes. It's Over the Horizon Radar (OTH).
It's about 25Khz wide and sounds like a continuous buzzing or "motor
boating" noise which is quite fast.
As I write it's on 21.338 (not 388) and it's been there all week.
It's about S9 here during the daylight hours and sometimes varies frequency
across the top part of our 15m band.
The most prolific user of OTH these days is Iran.
So now you know.
