Hi Ian,Harry and all,

Assuming you're running Windows, likely XP, I can tell you what it is but 
not where it is nor how that shortcut got there.

First of all, delete the shortcut. Then run a search for all files 
containing ~ and you will see various backup files. When you find the one 
with only ~ as the file name without an extension, first open it with 
Notepad. Assuming you have Outlook Express as your e-mail progeram, it 
will be your address book with some strange looking code added. Once 
satisfied, delete it.

This file was put there as a reference data file used by a Trojan that 
went around during the recent DoD attack on the Internet. Your mailer was 
sending out loads of spam as a participant in the attack as were 
thousands worldwide.

Most likely the original Trojan was cleaned out provided you keep your 
anti virus definitions up to date and run frequent scans. If you had 
updated and installed the Windows security patches you have defeated the 
Trojan a while back, but in any case that file still exists because your 
computer doesn't recognize it. That's why you can't open it, the computer 
doesn't know what it is. Now that YOU do you can take a peek at it 
because in itself it's quite harmless.

Leave those other files containing ~ alone, they're backups for other 
files that your computer has stashed away for safe keeping. Some may be 
old data that will never be called upon, but since you don't know which 
is which it's best to leave them all alone, delete ONLY the one that is ~ 
and nothing else in the file name with no extension.
