The symbol is called a tilde and has started appearing on my desktop as well.
It is something to do with my address book and it appears whenever I send an
email. I have just been deleting it and this does not appear to be causing any
problem but as soon as I send an email back it comes. You can open it with
wordpad and amongst the jumble of blocks you will see entries from your
address book.
Not a very positive answer but its a starter.
