Take a look at:
Section (a)(3)(i) and (a)(3)(iii)
6 dBi for an Omni antenna, with 30 dBm maximum into it.
6 dBi for a beam, with 1 dB power reduction from 30 dBm for every 3 dB of
gain.
Seems at odds with 15.203. But that statute states:
"...Further, this requirement [integral antenna] does not apply to
intentional radiators that must be professionally installed"
It doesn't define "Professionally Installed" but we can assume that they
mean an installation that meets the power constraints, and out of band
harmonic limits.
I seem to recall the old Bonneville Dam microwave towers were set 40 miles
apart
and ran 1 Watt Klystrons into microwave dishes of considerable gain.
31 miles might be a bit much to expect.
