I'm not sure what you mean "compares with Digipan".

What attributes or features  are you really looking for?

For example, WinPSK (and its offshoot WinPSKse, which is my attempt at adding
features to WinPSK, mainly the ability to deal with two receive signals at 
once) has really good DSP and seems to be able to handle much weaker signals 
than some other programs.

Logger has significantly fancier logging and handles PSK31 decently.

Pointers to these, and others can be found at www.psk31.com, as well as 
possibly other sites.

give the exams, how does more classes result in a significant increase
in government costs?

Hopefully, they get a pool of trained operators and equipment which is
available in an emergency. If the FCC were permitted to charge a
reasonable fee and keep the money to supplement their budget, perhaps
their amateur operation could become self-supporting.

I would estimate that changes to the CFR (due to lawyers, meetings,
travel, publishing, etc) are in the hundreds of dollars per hour.

I'm just guessing, but I know it isn't free, or done by volunteers.
