The 8 mA is the 'safe' trickle charge current for the battery ,meaning the
current which keeps the battery fully charged ,but will not damage it.
If the radio is powered by an external 12 V supply source , it is possible
that the battery is switched off or even that it remains trickle charged.
Other handheld radios often have a charger connection at the battery and a
separate connection for an external supply on the radio itself (like the
ICOM IC-W21E ,which I happen to have).
In the latter case an internal diode often prevents the battery from being
charged while the radio is being powered by an external supply. All this
should be explained in the operating manual of the radio.
