Obviously the antenna and feedline are working or you wouldn't hear
anything.
If the tuner is working it would appear to indicate that the tx is
providing output. Are you on the right mode? Are you sure you are not
operating split frequency?

Did it work before for you? Are you a new owner of a used rig? Does you
power supply have sufficient output? How about the  possibility that the
tx has been disabled in the menu? 

The 850 has lots of tx metering - does it indicate any power output on
TX? What is the SWR showing? Those two alone should give you lots of
clues.
