The GNOME project I know has to do with creating a common look and feel
and graphical editors to configure a Linux system.
This is something the KDE people (www.kde.org) are doing right now. But they
are using QT (www.troll.no), which is not really free (it's only free for
non commercial apps). That was why the GNOME project was started
(www.gnome.org), i.e. to do the same as KDE, but completely free.
They are using gdk/gtk, a toolkit that was created by the GIMP people
(they used a commercial toolkit too, motif, but then decided their
software should be completely free).
But back to your question: if you want to use the 2181 for packet radio,
