Actually, something similar once happened in the Dutch Navy.

Some of you may know that the Dutch Navy employes female 
personnel on 'sea-duty' eg. ships.

Once, as the vessel took to see, all but the crew on duty were
standing at the railing and as the boyfriends and husbands were
also seeing them off from the quay, our brave women gave them 
something to long for, and lifted their upperbody garments.

They were punished nor encouraged, but endured a firm 'talking
to' and so it remained a 'one-time-only' event. Probably to avoid
crowds..........
