They certainly retain (record?) error codes which aid diagnosing engine
problems, and they certainly monitor speed as part of overall engine
performance and gear changing (with automatics). As for being a psuedo
black box recoder, I suspect unlikely unless it was legislated. Car
manufacturers don't willingly waste money on gadgets that (mostly) wouldn't
be needed. In Australia, they didn't even fit heaters and radios as
standard equipment in base model cars until they were "forced" to by
imported Japanese cars having them in all models. This was back in the
1960s.
