A very good question and one that you are quite correct to ask.

Given that here in the UK approximatly 80% of CB'ers operate illegally
without the prerequiste CB licence, given that CB radio is used by some
people while pursuing criminal activites, and given that most radio
pirating of the broadcast bands and deliberate interference to the
emergency service radio channels is committed by people associated with
CB, I must support your question.  

Here in the UK, I do not believe it's unfair to suggest that CB'ers
*generally* have a total disregard for any administritive rules and
regulations.

Surely therefore it is more appropriate to refer to CB as the "Criminal's
Band" ???
