If there are CB messages coming into the amateur packet system sent by a
CBer (see the CB callsigns?) using a non-amateur callsign, then they are
illegal. They are using amateur bands without having the benefit of
possessing a licence.
If an amateur is QUOTING CB messages on an amateur system then there is no
problem where 3rd party messages are legal. Then, however, surely the CB
callsigns of the originating and passing CB stations should be deleted.
Messages should not be passed into an amateur system by a station using a
CB callsign.
