BPQ32 not support outgoing telnet connects.
Telnet module support only incomming connects.

No, its part of BPQ32 node program.

BPQ32 can emulate AGWPE application's interface.
So you should run all your TNC's via BPQ32, then applications will
connect to BPQ32 and see it as "AGWPE".
