I am restricting bulletin forwarding to my neighbor's BBS during the day using the following rules:
TIMES 0000-0359
MSGTYPES PTB1000
C 3 KB3KOW-1 VIA K3CAL-1
TIMES 0400-0959
C 3 kb3kow-1 via k3cal-1
TIMES 1000-2359
MSGTYPES PTB1000
C 3 KB3KOW-1 VIA K3CAL-1

Right now I have 15 bulletins pending to be sent but they are all too large for the MSGTYPES filter so I wouldn't expect my system to attempt to connect up with nothing to send.  In spite of this, I'm seeing my station connecting up every ~600 seconds, as scheduled, and then not send anything.
