The VK regs  do have a  paragraph about harrisment  but I doubt if it would be
enforcible if that was all there was too it.

  There was a discussion some years  back about just this subject regarding an
amateur on 2 metre FM using much worse language than the example given.
Turns out that the broadcast industry has done us all a great disservice.

  Much worse can can be heard on  TV and if the authorities cannot act on them
then they would have no chance of getting a conviction on an amateur.
