The ACA should ask theirself if they would allow any data provider to put up
a megawatt transmitter in every major city and allocate them the whole
spectrum from 0 to 30 MHz. If the answer is "NO" then the same answer has to
be given to BPL, because it makes no difference if you put 1 MW into one
antenna, or put 1 W each into a million of antennas (= unshielded cables).
