If there, are, it would be nice to develop a list. I have never seen
any... When you set CTCSS, it automatically sets PL on TX on all of
mine... Hence the problem. But if there are some that allow CTCSS on
receive without PL on TX, then we should have a list, because they would
make great base-station Voice Alert radios

which isn't exactly what we're trying for, but it should accomplish the
desired effect.

how's about a different perspective? If your radio must transmit PL tone to
receive PL tone, maybe we can find radios that allow us to TX / RX different
pl tones? For example, TX 67hz, RX 100hz?

Yes, that will do it perfectly. Setting a TX tone different from the Voice
Alert 100 Hz will prevent the 24/7 base station from irritating mobile
Voice Alert users (PL100) in the area.
But the 706 is quite a lot of radio to be using for just monitoring for
passing mobiles.
The easiest way for Base Stations to monitor for passing mobiles with Voice
Alert is simply to use a scanner or other 2 meter voice receiver to monitor
CTCSS 100 Hz on 144.39 independent of their APRS packet station. That way
there is no danger of transmitting packets with PL100 which is not desired
from anything but a HUMAN MANNED station in real time.

Speaking of different tones,
I sometimes set a different Voice Alert PL in my wife's car. If I need to
know when she is approaching home, I simply monitor APRS Voice Alert with
her PL and when she comes home, I can quickly put on an apron and run from
the shack to the kitchen and wash the dishes or something to look like I
havent wasted all day in the shack.
Similarly, I tell her if she EVER hears a packet on that radio, then it
means she is near me if I set that Family PL.

ANDE and RAFT are now speaking any APRS messages sent to them.
Both sapcecraft are weak and won't be heard without a beam, but on the best
overhead pass each evening, they may be heard for a minute or two in the
middle of the pass by a mobile. This works because mobiles usually have
short coax runs and less loss to their omni antennas.
The AMSAT folks have been playing for several days, but then they have good
satellite beams. But I thought I would post it here on the APRS SIG too
since they are speaking any APRS message sent to them.
WARNING: Please do not transmit unless you can hear them. Otherwise you
are not only QRMing other users, but also blocking the command stations
that are needed to make this all work.
Here are the essentials of making the packet-to-voice system talk:
1) Someone must first CONNECT RAFT to turn it on for 5 minutes
2) Then RAFT will speak any APRS message from anyone sent to TALK.
3) ANDE will do the same, but only a command station can turn it on.
* it speaks the packet header as "XXXXXX says"
* it then speaks normal english and normal spellings..
* It tries to spell CAPS, but we found that to force it to speak a callsign
correctly independent of starting character if you make the second
character a "!" then it will always speak properly. Such as W!B4APR will
be spoken as wb4apr as expected.
Another Example is "Hello C!Q, Hello C!Q, Hello C!Q
Or "Q!SL, I read you loud and clear."

I'm nervous about the PTY, or even Xastir connecting, if the packets
