That is not the case in the US. What is illegal is transmitting in codes or
ciphers intended to obscure the meaning of the communication. That is not
the same thing as a closed protocol. WinLink transmissions are in PACTOR
III, which, although a proprietary protocol, is completely legal on the
amateur bands. There is even a section of Part 97 that says that you can
use unspecified digital codes on the air, there is no requirement to report
the code to the FCC, much less to make it open!

The spirit of the hobby is providing service to others. WinLink does that
in a superb manner, in the very best spirit of ham radio. That they set
standards and have to say no to some volunteers in order to provide the
best possible service does not violate the spirit of amateur radio. Traffic
nets have the same limitations, just because you want to be a net control
station doesn't mean you will be allowed to do so.

The FCC specifically allows closed repeaters in the US. There is absolutely
no legal or moral obligation to allow every ham to play on any system.

There are other, probably better and even "open source" communications
packages freely available today.  All anyone would have to do is throw
hundreds or thousands of hours at it to turn them on and build "the
system."   That's the key - it's the "system" not the technology being
used.

Yes - it should be open.  There are long term consequences of the current
setup that are not good.   WL2K really needs a Tier 2 system but since the
ARRL/ARES folks who should really be doing it are, how do I put this
politely, "distracted" and there aren't many folks willing to put in the
effort on such a non-critical project, it's probably not going to happen.

In the mean time, PSKEmail is a good small step to keep the fire burning.

PS.  Much progress has been made in the arena of Virtual PC's. Microsoft's
Virtual PC (free!!!) will run most linux software. Likewise there's VMWare
and other tools to run Windows software on *nix.  The OS issue is blurring.

I am just grateful that the likes of  Steve Dimse, the WinLink guys and 
others in this hobby that provide all sorts of facilities for open Amateur 
use, allow me to "play" in their sandbox, even if it is under their rules. 
Without people like this.....Amateur radio would be much worse off.

Australian Hams should listen for RAFT separation at 0156 UTC.

Present predicts show RAFT being deployed on a pass over Sydney, with the
satellite approaching the ENE horizon.  Australian hams might hear one or
two of the 145.825 telemetry packets before LOS.  Please report any packet
received to bruninga_at_usna.edu direct so I get soonest copy.  Do not send
negative reports.

Check the format.  When I made mine, there were extra lines and I used
examples from another TLE file to format them.

I am using Satscape and it seems to update correctly.
