Yes, PCSAT-11 downlinks on 144.39 over the USA when it is in mid-day sun.
You may see it pop up on your mobile if you get a lucky quiet minute during
one of the passes.

It never did. ARISS is on 145.800 when it is operating.
APRS PCSAT-1 and soon to launch ANDE and RAFT will be on 145.825 MHz
