I am trying to figure out how to setup APRS so that it will transmit my
data over my TCP/IP connection. I have a cellular phone card installed in
my computer, and would like to send APRS data via TCP/IP instead of
installing another 2m radio in my truck. Is this possible? And if so, HOW?

Sure. I've done it and I know people that do this all the time. Just use
your APRS client software and configure it to connect to an APRS server.
