Not having visited SA I am not qualified to refute the above.
However ,I must state that ,as far as I am concerned ,enjoying Amateur
Radio is NOT a matter of 'lots of money'.
Much enjoyment can be had with simple home brewed equipment , often
(partly)made with 'recycled components' from discarded electronic
equipment
Although I realise that the volume of discarded electronic equipment in SA
might be less than in other parts of the world.
Nowadays ,any information can be readily accessed via the Internet.
Accepting that perhaps not everyone interested in Amateur Radio has access
to the Internet as an individual ,as a group/club this should be possible
. Internet access is no doubt also available via some public libraries and
schools/colleges.
In the end it all boils down to a desire to learn ,to absorb knowledge and
make practical use of that knowledge.
My personal experience is that with access to the Internet ,printed
magazines are perhaps nice to have access to , but are really not
essential to learn about amateur radio and electronics.
