Your memory is a bit hazy Ian. What it actually says is :-

"Ce programme est du domaine public et gratuit pour toute
 utilisation par des radioamateurs"

Which in my schoolboy French translation says

This programme is in the public domain an is free of charge for 
all use by radio amateurs.  

Actually the translation is on the left of the screen if I member rightly.
Must have a closer look next time I fire it up.
