Do you know what his expenses are or what it has cost him in development?

Not at all - You can place orders or take orders for anything free or 
otherwise.

It does seem to me there are double standards here. Several software authors 
have made a great deal of money out of fellow radio amateurs without a word 
being said and those amateurs have been happy enough to advertise and plug the 
software on behalf of the authors. The same applies to some hardware also.

As to pointing to his web site - How many thousands of times have you seen 
bulletins pointing people to commercial web sites when they have enquired 
about parts?
