Have to correct you there, but if you make a payment to a PayPal user, and
they then issue you a refund - by that, I mean using the "refund" process
- You will receive exactly what you paid (plus/minus exhange-rates as you
pointed out).
From what I read, Mel actually got back a "payment", not a refund. This is
also why you should beware eBay sellers who want a "restocking" fee if you
pay via PayPal (eg: a major amateur radio emporium's website terms) then
want a refund - It's a sign that they're either dodgy, incompetant or
both.
Incidentally, PayPal's "cut" for each transaction made is 3.5% + 20p (the
last time I looked). In other words, that amount is subtracted from what
the seller receives.
Also beware un-confirmed addresses (most are if there is not a supporting
credit-card attached to the account) - As a seller, you'll most likely
lose a dispute should one arise.
99% of the time, PayPal is a doddle and a joy to have - But that 1 time in
100, you'll either have somebody run-off with your money, or lose a
dispute because you didn't follow their 32,000 word User Agreemnent to the
letter.
Remember, with any transaction - YOU are the honest one.
