But if you have a dual band handheld and a handheld 2 / 70 beam, a
beginner can work via the sats. So they are usefull to the beginer to get
them hooked. SSB / CW operation via a sat requires a more complex setup
and that can discourage someone to get into the sats. FM is a useful
introduction.

It all depends on where you live in the world and how much QRM there is on
2m and 70 cms.

Not re-configured, FM repeater mode is one of the normal operating modes
for AO-51. Yes it was not used. I dont see how it could have been, as a 10
min pass is not useful for emergency use.

That has not yet been decided. Discussions are still going on, on how to
distribute the keps.

Radio administrations expect us to move with the times to use new modes /
bands to show that we are using them. Without technological advancment
amateur radio will stagnate. Onward and upward.
Eagle is currently being built as a replacement sat for AO-40. It will be
based on the tried and tested AO-13 framework and will no doubt include as
many bands as possible to please as many users as possible.
