Dr. Perry Klein, W3PK, AMSAT Vice President, Government Liason
reports that AMSAT has filed a petition for reconsideration on the
FCC's IB docket 02-54, Mitigation of Orbital Debris, as it relates to
changes in Part 97 rules.

Previously AMSAT had formally requested that the Commission stay the
effective date implementing the provisions of IB 20-54 which affect
the amateur-satellite service and also requested that the Commission
delay action on the orbital debris portions another proceeding, WT 04-
140, until final action has been taken on the Petition for
Reconsideration.

AMSAT believes that the revised 97.207(g) as adopted would cause
irreparable harm to those responsible for building and funding the
many satellite projects currently in design and construction stages
which are intended to carry amateur space stations.  It would, in
effect, put such projects in limbo indefinitely.  With respect to
those projects which have already contracted for launches, it would
place meeting their launch commitments in serious jeopardy, which
would likely result in substantial additional costs and delay, or
eliminate altogether the benefits which would result from them.
