Because:

that's the AM part of the band.

28.900 - 29.200 is used a lot for AM and boat anchor freaks.

And if you speak Spanish you'll find that's also where most Spanish
speaking stations hang out.

Try llamada general akee G6OHM and wait for the pile up ;-)

and:

29.630 IS an input and an output - so it's in the correct part of the
band.
