Perhaps the extra bandwidth is not a freebee? Perhaps with this incentive
licence system they have to EARN the privilege? Perhaps they have to put
in some effort? If my wife could upgrade from Novice to full, so can the
Foundation and Intermediate. I do not look down on the lower privilege
licensees, they are welcome. Unlike others I DO have contact (QSOs) with
them. I have looked into being an instructor and got the papers.
