N5MDT has hit upon the crux of the matter. When you don't know how to route
a message properly, then it sounds like the EASY solution is just to spray
it in all directions? Actually, the answer is yes! Eventhough a targeted
forwarding session to a station that is _nearest_ the intended area is best,
a message sent to multiple forwarding partners will eventually FLOOD the area
as the dupes will be ignored because of the BID. Of course, it is cleaner
for stations to only accept for local delivery that which it is intended and
forward closest to the area for those that are not intended to remain. If
I see a bulletin intended for anything in TX (Texas), I would _not_ keep a
copy on my system and just forward it to my Texas area forwarding partners.
There is no need to keep a copy here in NYC as it is not intended for my NYC
area users. All sysops need to study the documentation and put into practice
the proper procedures and routing in their software knowing that other bbs
systems are trying to maintain to a standard and not an easy way out of it.
