Yes , but with a number of restrictions.
1. We have to identify with our callsign.
2. We cannot use any form of encryption, hence no security.
3. You cannot communicate with non-amateurs using the high power setup.
4. We would have to be very careful of the traffic if linking to the internet.
5. Non-amateurs must not have access to the high erp setup.
As I said, my comments were in a very old bulletin and I can't remember the
context in which it was originally sent.
