Is your parallel port in EPP mode? Is the high a hard high or a soft high?
It could be your parallel port is setup as an input with internal pullups.
That would give you a high reading on a scope or DVM.

Try driving the pin low (through a resistor) and see if the pin follows. If
it does then it's an input. If you get some voltage in no-man's land then
it's an output and something is / has driven it to that state.

Check the bios too and put the parallel port into SPP mode and try again.

You might want to make sure there are no printer drivers trying to use the
port aswell.

Or if you're a bit clueless you could try a full format and re-install of
Windows! ;-)
