With regard your question on a dos program that does the same as AGWPE
under windows i know of only one: TFPCX286.exe by Renee Stange, DG0FT.
It is a resident AX25 packet controller for the msdos pc.
It supports baycom modems,uscccards,petscccard,optoscccard,parmodem
at baud rates from 300 till 38400.Soundcards are not supported.
Futhermore host and kissmode plus dama operation are included.
Configuration is carried out by commandline parameters and optionally by
the tfpcx.ini file. 
Parameter cmd's can be sent from the terminalprogram to tfpcx286.exe
In other words it replaces a hardware TNC by a software TNC.
A hardware TNC has one great advantage: it can run standalone to receive
messages and send beacons (eg aprs beacons) and lowers the load on the
mainprocessor which in case of a 286 - 486 can be significant.
Advantage of tfpcx286: it is free!
I have used tfpcx286 for 7 years now and from experience I can say it is
very stable.
