If what he needs to know is represented by the water level at an accessible
point, and resolution of a tenth of a foot is adequate, then yes, this
would do it. Kayakers typically talk about flow rates rather than levels,
and FloodAdvisor does not measure rates. However, I can imagine a pool in a
creek, either natural or man-made, which has a level which varies based on
flow rates. FA would work great in this case.

The obvious hack here is to name your wifi router with the SSID of your
lat/lon. Of course that fails in large wifi coverage areas where you have
multiple hotspots that ordinarily have the same ssid. SSID contains 32
characters. It would be possible to name a SSID something like
33.598123x-080.241115. Position ambiguity could be expressed by simply
using less or more decimal places in the name. a hotspot with the name
33.5x-080.2 would represent an area 6 miles square for example.

Come to think of it though.... wouldn't it be slick to name your wifi AP
with an APRS compressed position packet? Like this:
AI4PX-15>APRS:!/=AY':0xp[ st

Of course no ordinary person is going to do this when they name their AP.
It's a shame there's no provision for this in the SSID broadcast.

In addition, GPS often doesn't work in city downtown areas, due to the
urban canyons. Yet, these places are rich in access points.

Use grid square. DN87abxy

Would you really want somebody to know exactly where your wifi (home) is?

Much of this is just re-inventing Bob's vicinity tracking.

I would think that the US Naval Academy needs one of these, desparately.

A few milliwatts from the seawall to the tower, and the transmitter
batteries would last forever. Would have been nice to see the Ernesto
effect yesterday.

right, Bob?
